"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

Screen = Simple Gradient Border and stand = A gradient that has lots of stops in the middle to change the colour which gives it a glossy effect. Neon Circle = Elliptical Tool to select the circle, filled, then set to transparent fill, The glow can be added using the inner and outer glow options in the layer's blending options.
If you're using Gimp I don't know what the equivalents are.
